Ohio Roof Insurance Is Changing — What Cincinnati Homeowners Need to Know

If your roof is over 10 years old, your insurance coverage may not be what you think it is. Across Ohio, carriers are shifting from Replacement Cost Value (RCV) to Actual Cash Value (ACV) for aging roofs. That change can mean the difference between a fully covered replacement and a check that barely covers half the job.

This isn't a future problem. It's happening now, and Northern Cincinnati homeowners need to understand what it means before the next storm hits.

RCV vs. ACV: what the difference actually costs you

Replacement Cost Value (RCV) pays to replace your damaged roof with equivalent new materials, minus your deductible. If your roof costs $15,000 to replace and you have a $1,000 deductible, you receive $14,000.

Actual Cash Value (ACV) factors in depreciation based on your roof's age. That same $15,000 roof, if it's 15 years into a 25-year lifespan, might be depreciated by $9,000. Your payout: $5,000 after the deductible. That's a $9,000 gap you'd pay out of pocket.

According to the Ohio Insurance Agents Association, multiple Ohio carriers now apply ACV to roofs over 10 to 15 years old at policy renewal. Some are requiring roof inspections before issuing or renewing coverage altogether.

Ohio's roof matching law still protects you

One piece of good news: Ohio Administrative Code 3901-1-54, commonly called the roof matching law, requires insurers to replace enough material to ensure a "reasonably uniform appearance." If your damaged shingles are discontinued and can't be matched, the insurer may need to cover a larger area to achieve a consistent look.

This law applies regardless of whether your policy is RCV or ACV. But you need to know about it and reference it when working with your adjuster. Many homeowners leave money on the table simply because they don't know this protection exists.

Wind and hail deductibles are changing too

Beyond the RCV-to-ACV shift, many Ohio policies now carry separate wind and hail deductibles calculated as a percentage of your home's insured value rather than a flat dollar amount. A 2% wind/hail deductible on a home insured for $350,000 means $7,000 out of pocket before coverage kicks in.

Check your declarations page. If you see a percentage-based deductible for wind or hail, factor that into your planning. It may change how you approach roof maintenance and when filing a claim makes financial sense.

What you should do right now

1. Read your current policy. Look at the declarations page for your roof coverage type (RCV or ACV), your deductible structure, and any age-related exclusions.

2. Schedule a roof inspection. If your roof is approaching the 10 to 15 year mark, knowing its current condition gives you leverage. 3. Talk to your insurance agent. Ask specifically whether your roof coverage will change at your next renewal. Ask about your wind/hail deductible structure. If your agent can't answer clearly, that's a red flag.

4. Consider proactive replacement. If your roof is in marginal condition and your policy is about to shift to ACV, replacing it before the switch could save thousands.
